Chao probably knows the outcome of this battle and knew Negi would survive, thus she didn't interfere.

Zazie said that Negi's path would lead to Chao's future, thus Chao probably knew this events had to pass. She also probably deduced this moment would be the best to interfere.

If she knew exactly what was going on she could have done a hell of a lot more to interfere

She could have made sure Negi got lost longer, not allowed him to enter the coliseum, come between the meeting with Jack Ragan, etc.

Lol, i think Setsuna herself is the only one that still doesn't know that. Some of the fantasy were pretty funny too. Chachamaru's is to go on a long journey with negi and eva. Akira's perfect world involves Negi, his harem is growing again. Luna's involve a being with both negi and fate.
